Interpretation clause 1

1. Preschool institutions are kindergartens, nurseries and other institutions of
preschool culture and education that are organized in line with separate law;
2. School means primary school, high school, vocational school and school for the adult education;
3. Institute is the institution in which the education of children with special needs
(difficulties in growth) are carried out;
4. Student dormitory is the institution in which the accommodation, diet and education of students are provided:
5. The network of institutions is a decree of the Government of the Republic
(hereinafter referred to as: the Government) that establishes the type, activity and the locations of the institutions the founder of which the Republic, or a local selfgovernment unit is;
6. Teaching year is the period in which the regular teaching shall be carried out;
7. School year means the period in which the regular teaching and other forms of educational and training work shall be carried out;
8. The educational curriculum is the curriculum on the basis of which the education shall be executed;
9. Publicly valid education curriculum is the education curriculum that is passed
or approved by the competent authority;
10. Student means the person who acquires the education in a school;
11. Apprentice is an adult person that acquires the education with the organizer
of training;
12. Social partners are associations of employers and employees (the Union,
and other entities participating in the management, performance and the financing of certain education).

Interpretation clause 2

- educational curriculum is the broadest definition of program orientation, on
the basis of which the fundamentals of primary, shortened, specialized and special curricula are established.
- nurseries are part of a preschool institution which include the education of
children up to the age of three;
- kindergarten is a part of a preschool institution which includes the education
of children from the age of three to the age the primary schooling starts;
- pedagogical group represents the composition of children structured
according to the age, pedagogical norms and the number;
- pedagogical unit is a part of preschool institution out of the seat of the institution, which includes one or two pedagogical groups;
- the children with special needs includes the talented children and the
children with difficulties in growth;
- publicly valid curriculum is the program that is passed, or approved by the
competent state authority;
- private institutions are the institutions of preschool education, the founder of which is a legal or natural entity;
- private educator is a teacher for preschool education engaged for the purpose of the implementation of the basic program requirements with children in families when needed.

Interpretation Clause 3

- public institution is a primary school that is founded by the state, or the unit
of local self-government;
- private institution is a school that is founded by a national legal or natural
- education at home is the education organized by parents;
- children with special needs are the children with deficiencies in their growth,
with learning difficulties, and talented children;
- children with deficiencies in their growth and children with learning
difficulties are the children who need the adjusted delivery of educational curricula
together with professional help, or who need a separate educational curriculum;
- cycle is the period in which the education is attained through three grades:
- the first cycle the first, second and the third grade;
- the second cycle the fourth, fifth and the sixth grade;
- the third cycle the seventh, eighth and the ninth grade;
- teaching year is the period within which the regular teaching is executed;
- school year is the period within which the regular teaching and other forms
of educational work are realized;
- compulsory primary education means the obligation of pupils of the age of
6 to 15 to attend primary education;
- evaluation period is a part of a term (of a teaching year) within which the
curricula and the marking of pupils are executed.
- obligatory number of lessons means the direct execution of teaching within
a weekly working hours, prescribed by the curriculum.

Interpretation Clause 4

1. vocational education is the training of students for the performance of
professional jobs of various degrees of complexity and for the further schooling;

13. contract on education is the contract concluded between an employer and a
student (dual form);
14. students with special needs are the talented students and the students with
difficulties in growth;
15. publicly valid education is the education that is acquired on the basis of the
educational curricula adopted by the competent Council, and for which the public
document is issued;
16. standards of vocational education are norms that are passed at the national
level and that define necessary degree of knowledge, abilities and skills for a specific
occupation, and that enable the competition within the labor market as well;
17. occupational standards are the norms that define the types of occupations,
the level of work requirements and characteristic jobs within the framework of
particular occupation;
18. craftsmans exam is the form of post-secondary education that is sat for after
three, or four years of education and after the certain working experience;
19. external exam is the exam that is sat for before the Commission being
composed by the competent state authority.

Interpretation clause 5

1. adults means the persons older than 15, who finished compulsory primary
education in the sense of the Law on Primary Education, as well as other persons
undergone to the education but without having the status of student.;
2. the first vocation is the education and training for the purpose of the
engagement into work process, that is, the jobs of lower vocational education, after
the completion of compulsory primary education;
3. further qualification is the further schooling, or the innovation of knowledge
within the framework of the same vocation;
4. re-qualification is the education and training for the second vocation of the
same or of the higher degree of qualification, for the for purpose of employment;
5. the specialization is the schooling and advanced training within the same
vocation, for the purpose of the achievement of particular knowledge and particular
working skills;
6. apprentice is an adult person who is enrolled with the organizer of education;
7. publicly valid educational curriculum is the educational curriculum that was
passed by the competent authority, or the curriculum containing the standards of
knowledge established by the competent authority, in line with the law.
