Press release: Seminar held on the “Qualifications framework and Learning Outcomes as Support to the Quality Assurance System”

Seminar “Qualifications Framework and Learning Outcomes as Support to the Quality Assurance System” organized by Ministry of Education was opened by Mr Slobodan Filipovic, Secretary of the Ministry, today in Hotel “Ramada” in Podgorica.

This seminar was carried out within the “2015 Financial Support for the EQF NCP in Montenegro” project financed by the European Commission and was intended for the representatives of the sectoral commissions – advisory and expert bodies.

After the welcome speech, Secretary of the Ministry, Mr. Slobodan Filipovic, expressed his beliefs that the seminar will significantly contribute to improving knowledge and higher role of the members of sectoral commissions in the national qualification system.

The lecturer at the Seminar was Prof. Mile Dželalija PhD, Professor at the University in Split, Member of the EQF Advisory Group and President of the Management Board for the Croatian Agency for Science and Higher Education. The professor in his introductory presentation said that the qualification frameworks and learning outcomes are becoming key concepts in modern qualification frameworks in almost all countries in the world. They represent the key elements for achieving and sustainable functioning of effective systems of ensuring quality, from development and valuing education and study programs, and teaching, to assessment and issuing certificates.

During the seminar, two workshops were held: first workshop on the characteristics of qualifications and learning outcomes in the qualification framework context, and second workshop about the qualification framework and learning outcomes support to the quality assurance system, followed by discussion.

Summing up the conclusions at the end of the seminar, professor Dzelalija pointed up that taking into consideration that Montenegro has carried out the procedure of linking the National Qualification Framework with the European Qualification Framework, this seminar and project have direct impact on creating national experts and effective implementation of the National Qualification Framework, and therefore considerable benefits are expected for students, employers and society.
