Press release: Protocol on inter-sectoral cooperation in the prevention of the children institutionalization

The Protocol on inter-sectoral cooperation in preventing the children institutionalization was signed on 14 April 2014. The Protocol was signed by the Minister of Labour and Social Welfare Mr Predrag Boskovic, Minister of Heath Dr Miodrag Radunovic and Deputy Minister Vesna Vucurovic.

The Protocol represents the continuation of an action following the campaign “Every child has a family”, aimed at overcoming the practice of sending to institutions children up to 3 years. 

Institutional accommodation endangers child’s development and lowers the chances for their inclusion in the life the way their peers have. Long-term isolation makes these children unprepared for an independent life and for making decisions and quality interactions in an open environment.  Therefore de-institutionalization is an imperative, an affirmation, and the development of alternative services whose aim is child’s growing up in a primary family, i.e. the natural environment.

Aimed at fulfilling the possibilities of each child, the Ministry of Education will further work on a quality inclusive education. Ministry will cooperate with the Ministry of Health and the Ministry of Labor and Social Welfare in order to achieve an early detection, intervention, learning, development and psycho-social support to children and their parents. In this way the inclusive principles will be fulfilled, among which in the first place comes the child’s right to grow up in the primary family.
